"Them" and "They".
The others who are not we or us. Basically a euphemism for clandestine forces who are impossible to identify. By definition, they exist in a reality which is obfuscated for the purposes of deception and un-accountability.
The various intelligence agencies across the planet do not represent the entire clandestine community. More that they represent the public facing aspects of a greater control mechanism.
